COST aims to bring together researchers who are experts in their fields with the expert scientists in the European based thematic networks. Participation in COST Actions, which have been active for 4 years, is possible within this process.

The main elements of the COST mechanism are:
- Actions do not include research support, but only network support.
- 2 full and 4 substitute members can be assigned to each COST Action from each COST member country.
- Citizens of COST member countries may recommend COST Action.
- Cooperation is carried out through the projects called "concerted action" based on the coordination of national projects.
